Shutter speed?

A single image (rotoscoped or photograph) of something never moves, however it can possess the feeling of time or motion.
I will look further into this idea to discover more about speed

Moving

I have found that a slight blurriness or softening of an image makes it appear moving.
How can this be altered or amplified?
